Probably relates somehow to public property causing damage to your vehicle, just like a pot hole or missing sign the city could be held liable. However I assure you if I took a bat to your car the city won't be picking up the bill
On another note that does sound like weird claim, typically that is was tire insurance is for when you buy new tires....
