In your case the gasket on the dry side where your flange is.

Use aquarium safe silicone then tighten.

I was thinking of doing that. what if I siliconed around the outside on the dry side? Or would you remove the bulkhead, silicone the bulkhead where it meets the glass and tighten?

Remove the bulkhead, silicone where it meets the glass then tighten. Just make sure it is very dry before you silicone.
