you could likely do it mechanically with the hour hand of a clock that move the pots very slowly from off to on and then in reverse, it would be a fun DIY.

i suppose you could it wouldnt be fun it wouldnt be digital.
i want it to be as compact as possible

Would it work to use a transistor, With say a R/C circuit on the gate? use a Pot to vary the charge time of the capacitor. And the charge voltage of the cap determines the gate signal of the Transistor? maybe a Mosfet instead of transistor? It's been to long since I fooled with electronics. Mostly 600-4160V now I play with

It sounds like you should go directly to a PLC,real time. you have a number of things that you want to automate, why not take the plunge.

I am going PLC eventualy on one of my tanks. I have a couple Siemens Logo's here, and a AB SLC5 I want to use the SLC, but finding software that I can use, cost effectively, is proving harder. I use RSLogix all the time at work, but work is 1600Miles away from home. Slight changes and tweaks would be difficult
