correct me if I am wrong, Manitoba does have health care premiums too they are just hidden in your tax return I can not remember where. That way everyone that files a tax return pays, Alberta use to do this also a long time ago. I think it is a better way to do it but on the good side I seem to get back way more money out here than I did in Manitoba on my tax return.

Remember to keep every recite including when you come out and look for a place to buy as they are all deducible. I had so many recites I carried about half of the amount over to the second year I lived here. If you do the simple deduction you get back way less. It is KM times a set amount of cents per KM it never works out to be anywhere close to the same amount.
