Look on RC for diagrams. The basic plumbing is fairly simple. I don't think it makes any difference for any of your questions. The standpipe will set a minimum level for the water in your overflow.

That was a tragedy, but it was caused by his skimmer pumping out the water, and the ATO refilling it, not by the ATO malfunctioning. Sadly, he's shut that entire system down, and dismantled the tank...
