I am not too sure you will find too many "free" fish, but if you look under the buy sell livestock section you should find some good deals

I am looking for anything that is small and hardy that I can use
to cycle my tank.

You don't want to use fish to cycle the tank.... It would be cruel. Not offense intended but please go and pickup a good starter book before diving in.

Go to your LFS and pick out a nice dead goldfish. That will get your cycle going just fine without stressing out a SW fish
