what is wrong with my pump??

Mag 12 pump just over a year old, (of course) is pumping in spurts. It is not even running protien skimmer properly, started 1 wk ago. I have taken it a apart, run vinegar through it and tested it in sink. doesn't suck much water and not an even flow coming out.
