looks like a healthy coral with growth tips to me

I havent had a lot of sps but dont remember the tips bleaching like that but I could definately be wrong.

Fresh growth is always whitish in color.

Is it normal for all the tips to be white at the same time ? Is there any way to differentiate between burn or new growth?

Yes, it's normal. If tips are burnt (dead) you'll get algae in a couple days on the tips.

Could you get a better picture?

Brad's right though, you will get algae on the tips in a couple days if they got burned because when they get burned the flesh actually falls off the tips. IF it is burned tips, the usual suspect is low or fluctuating alkalinity.
