Yea it is. i've looked in my books as per your description and cant really find anything. Try RC and post a question in the Fish Disease section.

took iphone video of the fish sorry again not the best but best I can do ATM ok I am off to bed need sleep before work tonight

I would suspect it is Lymphocystitus. Add some Iodine to your water and that will help it to go away.
