looks like 2 tubes fused together. pins are all on 1 side.

They are known as power compacts or compact fluorescent's, both are the correct term.
And to clarify, what you have here is a currrent USA 2X150MH and 2X130w CF fixture with LED moonlights. Do the moonlights work or are the really dim?
