you could get a US CITES permit to be able to bring SPS or seahorses into Canada...

no, an individual CANNOT start the process of getting CITES
it has to be the exporting company that starts the process.
and it is certainly not worth it at all for a couple of seahorses or SPS as it typically takes a month or two and a couple of hundred bucks at least for the company to do it.
once again, you as the importer cannot start CITES.
and 99.99 percent of stores will not do this for people has it is too complicated and expensive.
only wholesalers typically will do this for stores that are ordering from them.

Although there are some drool worthy pics on us websites my lfs gets me anything I've ever asked for.

I second that. There have been the odd super unusual fish that have made its way through DD that I wouldn't have minded scooping, and have had trouble trying to locate, but 9 times out of 10 those fish sell in like 3 secs after posting on DD anyway.
