I would increase the size or frequency of the water changes. When you do a water change pull as much of the hair algea off as you can and syphon it out. Also syphon off any loose detritus off the rocks and out of the clumps of algea. As hair algea spreads and gets longer it can trap alot of detritus that breaks down producing nutrients that just fuel it's growth.
