For 41 DS and assuming he has a +6 Physics you only need a SB lvl 9 ... you can only tell a " oficial " alliance ... he may have a unofficial alliance with a few people ...

worse comes to worst just start over ( you will be placed on the outskirts ) and use a different strategy this time

Maybe for race go science bonus +1 ( + 12 science ) and -1 defence or - 1 offence ... that will give you a good start and then hopefully someone goes idle and you can take the base as your second or third planet
