Yes, if you agree with someones post you can add reputation points to that person by clicking on the scales and clicking that you agree with their post. Or you can do the opposite by disagreeing.

I still don't even know what it means!! Everyone has a green dot. woohoo. Now what?? I'm supposed to trust buying something from someone because they have a green dot? If they're bad, does it turn red? By default everyone has a green dot. sigh.....
