Now I am left the monumental task of either ripping out the entire basement or finding a way to cut out the couple of inches we need. On top of that, we have no real access on the side that would need to be cut out...neighbor has put in a rock wall right there.

for 2 freaking inches??? WTF?? Geez that's terrible that people can't cut you some slack for 2 freaking inches!
