RSM skimmers suck. Maybe you should consider a replacement that will run quiet and pull skimmate.
I have an RSM 250 and bought my skimmer from Nano Reef Systems http://www.nanoreefsystems.com/ but there are others that will fit your 130 and work well too.

I had one of those RS130's .....skimmer never made much of a noise until I left it too long and it needed a cleaning. Did you pull it and check the pump? Air hose is clear? Just a thought.
Now the freakin light fan in the hood sounded like a freight train. B
