Hey, welcome to the board.

When I asked about this at J&L, I was told to cycle the rock without sand, then vacuum up all the debris off the bottom glass before adding LS.

You can still decide at that point if you want the rocks resting on the tank bottom or not, you'll be rearranging them anyways...
