sounds like you have the wrong harness for a 660. the colors are in pairs for sure:
2 red
2 yellow
2 blue
2 brown
and black, white and green for power

checking on the 440 for you now

440 colors are paired as well, not sure what you have there

its the one that came with it and it plugs right in to the balast

the diagram on the balast is the same as the one online and the harness has all the colors in singular with extra wires
