i just had the same issue... 4 hard ware stores and no non toxic silicon... riverfront has some aswell... its where i finally founds some this week.. i stopped in to sell them some plecos..

+1 on the GE Silicone I
As stated above.. for liability issues. I also heard that they did this so that the aquarium silicone market (who apparently get their silicone from GE) wouldn't be so mad because it would cut into their market.
