I can't figure it out yet. Here is a marine tank form the same guy and it shows the top.

In the reef tank I dont think a pump is holding a "vacuum" but actually putting water from the bottom tank into the top. As long as the intake of the return pump is lower than the top tank it shouldnt drain out.

As far as the fresh tank and that air bubbler is concerned, Im out.
