I like your suggestions Christy but agree it may be to many categories. Maybe cut it down to:

1. Stock tanks with a budget
2. Stock tanks with unlimited budget
3. Custom tanks with a budget
2. Custom tanks with unlimited budget

That may be a bit more manageable. Otherwise the other suggested rules etc. look good to me.
