Black slime and substrate

That black algae makes me think that maybe your live rock still may have some decaying matter and is causing a build up of algae. What type of live rock is it,? You may have to remove it and scrub it down in a salt water bucket to help remove some of the decaying matter. This all depends if it is the rock that causing the problem.
