Don't bother with Paypal, their dispute process is total bulls---. If you paid with your Credit Card, call your company and tell them what happened. Most people find that their CC is much more efficient than waiting for a company such as Paypal.

I've had to dispute with PayPal when a seller sent me something that wasn't as pictured (a totally different model and brand of tent lol). It took awhile, but I got my money back with no hassle.

PP's dispute process is acctually alot better than it used to be.

I'm going to just keep my cool for now and hope this gets resolved. It may or may not have been that person's fault. Whether it is or isn't I have at least learned to be more cautious. Now that I have cooled off I am thinking with a clearer head. I'm going to try again to contact him. Thanks for the suggestions everyone.

I would rather not do that. Mudslinging on a public forum tends to bite back. Besides if it turns out there was some problem and I had done that I would feel just terrible.
