have you cleaned out the skimmer? i know that the air intake, once cleaned improves my skimmer. and i clean inside the skimmer where the collection cup sits, usually lots of black skimmate.

Skimate
I clean the air intake on a weekly basis, but have not given the rest of the skimmer a full cleaning for a month or two.
