I think it's because the ties that hold them all together are starting to rust/break and individual tires are getting blown around in the current, smashing existing reefs

thiswas not a very well thought out plan. I understand the intentions and i applaud that much, but they shoulda realised a pile of tires wasn't gonna just sit pretty like that forever. ah well. hope they can get it all cleaned up before too much more damage is caused.
