newbie skimmer question

Should the foam or bubbles always be flowing high enough to be caught in the top container. My skimmer pulls out some goo but the foam is not always rising all the way to the top.

certain things will decrease the bubbles in the skimmer like fat/grease for instance when I put my arm in the tank the bubbles move down the colletion cup... even though I'm not that greasy
