i was doing some searching and in the unfinished area of the basement which is below my tank i found a 14/3 wire spooled up in the ceiling that i believe is wired to 2/15a breakers ganged together at the breaker panel. the breakers are not labeled. i think it was placed there in case i wanted to finish the basement there was some power installed. i'm double checking on how to install the outlet, can i hook up a 14/3 wire to a standard 15a outlet? do i need to break the tab off that connects the 2 outlets to make 2 circuits? does the eletrical box that houses the outlet have to be nailed to a stud or can it be attached to just drywall?

Good find, you're more than 1/2 way there.
Consider installing a double gang box (cover shown)  and splitting cable between recepticles. Use GFIs. Boxes need to be secured. If just placing one outlet, yes need to break the tab off the hot if using both legs.
