Who cares what it says, does it matter? Haha...
Your ballast probably has a re-start thingy ( i forget the proper term ) You can't plug it in, unplug and go back to turn it on. It needs at least 5 minutes before you can turn it back on. Some kind of safety feature or something. Sorry I'm not too informative.. bottom line: If you unplug it and plug it back in right away, it won't fire. You need to wait a few minutes. HTH
