I have some stringy brown algae on my sand as well, it seems to grow little roots that clump the sand together. I think it is just some species of hair algae. The good news is that (at least in my tank) it doesn't seem to grow or spread very fast, and is easy to pick off.

Mind you it could just be being out competed for nutrients by all 100 other species of algae in my tank....
