I have same issue - lots of larger amphipods. I have a mandarin but I don't think it eats the bigger amphipods. It pecks away at creatures I cannot see. I have two green spotted puffers and they are voracious; however I find the problem is that pods only come out at night. I see them having a party after lights out when my fish are all asleep. I read that long-nose hawkfish are nocturnal and he does appear to be hunting something but the pod population still seems pretty healthy. I'm not sure if pods are eating my zoas, but my worry is that they are predating copepods which are sustaining my mandarin.
Who knows, maybe I'm reading too much & worrying about nothing.
