13 Gallon Fluval to buy or not to buy?

I wouldn't. Not for $184 USD ($240 CAD).

Alot of people who run these Fluval All-In-One tanks typically buy additional hardware and switch out stock pumps, lights, etc.

The stock LED lights on the Spec series tanks are pretty poor. You'd likely only be able to keep certain softies and LPS with it.

For $240, I would look elsewhere as I see nano setups (JBJ cubes, etc) on Kijiji that come with livestock as well.

I agree with ^. A lot more bang for your buck at the LFS, buy and sell or on kijiji.
