Its restricted by natural resources canada. I think you can only buy up to 25% in canada with out a permit under the explosives act.
So you are better off making your own with ammonium nitrate, sodium hydroxide and water. They are much easier to find, ammonium nitrate can be found at hydroponics or farm supply stores. Sodium Hydroxide is found at soap supply stores.
I used to make my own rocket fuel as a kid its why I know all this.
