I got a reply from the Dept of Licensing in Washington State that stated that if I have temp tags from a car dealership (in Florida), then I don't need a trip permit from Washington State. My understanding is that if I bought a car from an individual, then I will need to get a trip permit since I can not get temp tags from individuals.
