That doesn't make sense. The person selling should be doing the research and determining a fair price based on the condition of the item they're selling.
The world doesn't make sense.... If you wait for everyone else to do what they "should", you'll die of old age.
If you want it make a reasonable offer, otherwise giggle and say to yourself "they'll never sell it that way" and move on
