Tek Light 6 bulb 36" problems

HI Everyone,

I have a tek light t5 6 bulb 36" and it has a weird problem.

When i try to run the main section (4 bulbs) they flicker, then go out...

The actinic bulbs work fine, but only if the other ones are switched off...

so if i flick on the 2 bulbs, they work fine, but as soon as i flick on the main set, they will all turn off.

I am baffled, i thought ballast, but then why would the other two run and then turn off...

so weird.
