question about base rock to live rock

I have 100bl of live rock from Golds, and 100bl base rock from Bulk. my 150g tank set up for about 3 months, the LR looks ok, the BR cover thick green algae, my 10 turb snails, seahare, foxface and gobies having a hard battle with the algae. For the reason I just order a carbon and GFO reactor kit.

How long it take the BR turn to RL?

should I take some BL to the sum to stop the algae?
