Where to buy cement that works on flexible PVC

I have read that either Oatey Flexible PVC Cement or Weld-On 795 is the kind to use for gluing flexible pvc into regular PVC fittings. Some have told me that regular PVC cement will work, I'd rather not chance it.

I have been unable to find the flexible PVC cement online in Canada (some U.S. places have it). Are there any places in Vancouver that have it?
