Al-Brite in coquitlam sells tubes cheaper than anyone. 03 actinics are about $11 for a 36inch... well they were last time I needed them. I know the 48 inch ones are $14 as of last week, and yes they are even the Philips brand. They also sell daylight tubes very cheap.
