We booked the catamaran through sunwing, the boat was in really good shape just the nets looked sketchy. There was a couple similar boats in the marina, I guess we just lucked out and got the "good"...

Yeah that's not even close to being accurate. First it depends on water level height difference, flow rate, pipe diameter and pipe length but if you really wanted to estimate it would be closer to 3...

That sump was made from extruded acrylic. You'll want to drill the bulkhead so it is centered where the water line will be or slightly higher. That way it will do exactly what you described.
