I had the same problem. They sent me a trouble shooting guide. Which told me to have no pressure in the right gauge. To open my needle valve all the way, and then slowly turn in the regulator knob...

i opened mine up, had no problems getting a replacment. One of them was actually ruined from water, my fault. they replaced no questions asked. For $15 to ship 2 ballasts, was worth it
