both wrong and right a pulse start and HQI use extreamly high voltage and low current, a normal ballast uses normal voltage and high current for the starting then limits the current after the bulb is warmed up.
to elaborate (for those in question) pulse start and HQI ballasts use an ignitor to offers the good punch of juice to start the bulb...strangly enough, this huge jolt of electricity from the ignitor is easier on the bulb than a standard magnetic ballast's fire, in turn giving your bulb longer life
