I'm not an expert but It looks like what dogs do when they have "worms". Might be worth a vet visit or google that and see what you think

Dogs drag their butts when their anal glands need expressing. Its likely got nothing to do with worms.

That dogs being a horndog. Hes bot scratching his ass. He needs some tissue or a sock.
