where in the pipe is your valve? the lower the valve the better your flow will be initially as anything below the valve wont act as a siphon until the bubbles are all cleared out

The bubbles clear out within less than 1 minute, but to answer your question, the valve is inline within 12" of the bulkhead
And the valve is wide open

I can leave the pump running fulltime for weeks on end and nothing changes, so it's def not trapped air. And I don't have to dial it in after a restart

Mine get 1" drop from bottom of the bulk head, connected to a 90 then gate valve, 2' then another 90 and into the sump. No more than 10" drop from bottom of the tank and around 3' of 1" PVC in total.

I don't get much drainage issue, emergency is only trickle when the filter sock is full.

I run Speedwave 2640 at max speed, and set up as Herbie.
