Can anyone ID this nano skimmer?

I picked up this nano skimmer that fits in the back of my nuvo 16 but can't ID it. I'd like some info on setting it up..maybe find out if its missing anything as it seems to surge, like ebb and flow all day trying to make skimmate..noisy while doing it too. if I knew a brand and model I could search for info.
