Even tho my cat is an indoor, I am now considering getting him tatooed. And yes, I think the SPCA is your best choice, I called there for a day to find out if someone had dropped him off..
on another note, I keep seeing the worst in people, someone was taking down our posters about our cat and tearing them up and throwing them on the ground. I just love our society these day
