Does rowaphos expire?

I have a brand new container of Rowa that looks exactly like that, it's only been open once. It's not black at all just dark brown when wet & there is no expire date on the container as long as it stays moist in container.

Its rust so its should be brown,more oxygen over time lighter brown.as long as the base structure of the granules are intact I'd just rinse them well and use them
