pretty much nothing I can do but sit and wait for him to build up and attack me, or make the first move.

At what point is it not a large fish to fry?

I would only go after a active player if I could send double what is needed to take the planet ... build up your starbases to discourage him looking at you for a meal and then go about getting your cybernets higher so your culture goes up faster.
