I am attacking a retired players planet ... " unknown " and as such there wont be any defence except for the starbase ... I would go after a free planet instead if the player is active because he may have destroyers orbiting in defence and if he gets a whiff that you are attacking he will build up his starbase and defeat you ... you need culture of 2 and a colony ship for a free planet
