Sorry to hear, i think once you have velvet outbreak, it will hit all fishes so some fish does not show at beginning because they are still strong comparing to others. I would put all fish in hospital tank and treat it. The life cycle of velvet is 6-8 weeks so you'll need to keep the tank empty of fish for at least that long I think
