Fixture is a year old, I got it brand new. So the bulbs will need to be replaced.

does it has tank bracket and can i mount it over 24 inch tank?

The full extension of the brackets would give a maximum 22"
I used it on a 30" long tank with 2 glass strips silicon to the top of the tank.
The brackets was sitting on a glass strips.
